Health

Agilia are forming and leading a delivery team responsible for delivering 10 Hospitals through procurement and Business Case approval into delivery.

Services

  • Setting up project governance and supporting the management of the governance process (including sponsor roles etc.).

    Establishing forums covering a multitude of stakeholders and interested parties.

  • Advising on establishing project and programme teams, including developing transition processes and programmes, aka new IP (RAB models).

  • Undertaking senior strategic reviews, comprising of a panel of senior advisers and senior management, as well as assurance undertaken on behalf of third parties.

  • ‘Intelligent PMO’, including management of wider advisors, development and management of schedules, programme set up and roll out.

    This is often working on an integrated holding positions in the client team, including managing specific tasks.

  • Developing cost, risk and schedule for the project, including benchmarking and Project Control Strategies for delivery, such as set up of baseline monitoring, performance and reporting strategies.

  • Regulated Asset Base (RAB) model and GSP, DPC, PPP etc.

    This is most notable in regulated sectors. The development of the commercial model will generally include testing via market engagement, with subsequent flow down to the development of the commercial strategy and procurement planning

  • Regulatory and bespoke submissions, e.g. Price Control Submissions.

  • Undertaking supply chain procurement exercises following the approach set out in the commercial and procurement strategy.

  • Developing dispute and negotiations strategies, including leading and supporting negotiations. To date these relate to PPP and NEC contracts.

  • Managing and developing key business case sections (particularly strategic, management and commercial).

  • This generally flows from the initial development of the commercial model as well as creating detailed commercial strategy. This includes procurement strategy / planning, market engagement, tender process design, execution plan, evaluation, and ESG or social value requirements.

  • Supporting and managing the finance raising process (i.e. not replacing financiers / banks). Activities include supporting finance market engagement, development and co-ordination of key documentation (Information Memorandum, Vendor Due Dilligence etc.), as well as credit rating.

  • Providing strategic advice to senior clients.

  • Developing planning applications or consent submissions or related materials, e.g. site selection, s106 and funding statements.

  • Managing contracts procured as against agreed specifications and commercial terms.

  • Developing budgets and shadow bid cost models.

  • Developing social value toolkits and VFM frameworks for procurement (i.e. balanced scorecard).

    Developing and managing the ESG strategy.

    Monitoring of agreed ESG and social value KPIs.
